open data press release #347

This is being worked on by the fantastic @Lilith-Palmer with some help from Peter and Grace.

@techieshark has done most of this, and it's looking good. @Rustuma presented to the information governance group this week, and we need to tick some more boxes before we release the code, primarily getting together an appropriate open-source license, and running it by legal.

Cool, thanks @Lilith-Palmer. Standard on our end is either the GPL license or the MIT license. I was planning on GPL but feel free to make a case for MIT.
