Current state: only trees older than 4 years and younger than 15 years are considered waterable.
Motivation: There are sometimes trees added like in Wanderbaumallee initiative that are not watered by the city although younger than 4 years and thus needs to be included in the list of trees to be watered by users.
Future state: There is an extra flag (= extra column) in the trees table in which a tree can be marked as 'require watering', so that this info can be handled in frontend map.
