This PR is a cherry-pick of @crackjack's https://github.com/Code4Nepal/nepalmap_federal/pull/17/commits/40fe7dd6fb22255ea6f3ecc958ce0fcd16675550. This PR targets dev and only includes that commit. It should replace #17, which includes extra commits.
