Present total population and population by gender #20

Added population data, tables, profile with graph by gender.

Please run below command to load the population data.

cat sql/*.sql | psql -U wazimap_np -W wazimap_np

I have been able to run nepalmap and click around to verify that most of the things work. I ran across some localities that failed. I suspect this is because of the discrepancies that @amitness has identified and that are being tracked in #19

I also noticed that going the profile to the map view fails. (Click the "Show data" link and then click the Map button.) I am not sure if this is related to the missing data, related to the problem with dashes in geo codes or if it is something else. The error in the logs shows a 404 when it tries to retrieve the "parents" for an area:
