We need a navbar to direct with a link to /willitflood

Have a bug with the maps: You have included the Google Maps API multiple times on this page. This may cause unexpected errors. Trying to merge everything into a single application layout.

After doing the merge into one layout, the map has a different bug. Now it doesn't show on the willitflood page. calendar.js and main.js are not loading. Working on it.
