Transfer heroku to Code for Miami's account #16

If we need a situation where it'll start taking dynos and we need to pay for it, we can transfer the billing to Code for Miami (via me).

Also, does it make sense to fork this to CFM and start putting stuff there?

@ErnieAtLYD I'll just transfer the ownership of this repo and the Heroku to CFM.
