Information about deleted testsets is not deleted from solutions meta files #474

  1. Create testset T
  2. Set some solution tags (e.g. set that wa.cpp is Wrong Answer for testset T)
  3. Delete testset T
  4. Try to build package

Get verification error: solution wa.cpp passes all tests for testset T (indeed, all 0 tests)
