API new features request #491

Here is a shortlist of some features that can be useful in Polygon API in my opinion:

  1. Methods for working with contest groups
  2. Some method to commit changes (may be it wasn't been added yet for some security reasons)
  3. Some method to build package
  4. Methods to create problems, contests, contest groups; add problems to contests and add contests to contest groups.
  5. Method to download/upload statement resources.
