In "Manage access" tab, there are several possible tickboxes.
Some of them, like "reviewer" and "translator", actually strip the user of 90% rights, allowing to access only a subset of the problem.
It is counter-intuitive that enabling an option actually removes rights, and in my experience, users did that unwittingly more than once.
Perhaps the UI should be redesigned to make the implications clear.
