Replace process.nextTick by seneca-kue #1112

We have some doubt about stability of nextTick, in particular for cd-events/bulk-applications#259 A replacement with seneca-kue would reduce the risk that the email is lost when restarting the µs or when the µs is down.

Closing, bulk-apply doesn't use it anymore and we hope to migrate what's left of the event service into the new one
