Allow young people to 'Request a badge' #1148

Young people who are part of a Dojo can submit a request (including evidence)

Thoughts that this could be placed on the main profile or on the main dashboard for kids when we build that.

This feature cannot be alone, it should be an epic containing 2 stories : being able to reclaim and being able to (in)validate a request
