note about changing TZ, also uncomment TZ so it works right off the bat #26

Simple change to the .env.example file that keeps TZ uncommented.

Removes some barrier of entry so that new people can at least just run script/bootstrap and it works without failing and without them knowing what was wrong.

@jonmagic or @mikefowler anyone could really merge this at any time. Makes getting started a bit easier. Removes any terrible erroring when running without fully understanding .env as well.
