Allow traits to be "unselected" #104

Might be interesting especially with #100 to allow traits to be deselected. The main problem with this would be if there are skill locks or things that require having a specific trait how would it best handle removing it.

Funnily enough @pupnewfster there is a specific method for "unlearning" a trait called respec(); We could probably just piggy back off that and allow players (if a config option is enabled) to "unlearn" skills.

We could possibly make it cost something like 30 levels or maybe a skill level decrease ?

I wanted to throw my opinion behind this request. A trait may have an undesirable interaction with another mod feature or item. Specifically, I've noticed that when using the Botania sashes, which provide a hill-assist feature, you end up "bouncing". Being able to un-equip the Hill Walker feature once no longer necessary would stop that.
