Alternate release date formats #64

Not everyone is comfortable with the current m/d/yyyy. An option to switch to 
other common formats, such as yyyy.mm.dd would be very appreciated. ^^

One of given reasons - YMD is used on NND and in Japanese sites/wikis and helps 
to correctly sort files/folders by name.

Will add this to user options when I get the chance. Currently it's tied to 
your user interface language.

Added a separate setting for date and number formatting.
