reformatted lower section of welcome page. added font awesome icons #67

cleaned up welcome page code, ensured everything is in bootstrap, and added icons in lower section. I'm having trouble figuring out how to center the font awesome icons. @lisa you mentioned you know how to do this. Can we look at that today? Or feel free to go in and tweak if easier. Thanks.
