Added pull request templates for enhancements and bugs. This will enable an easier a more consistent pull request process. I also hope this will encourage others to contribute.

Added a pull request template directory to make it easier to organize in the future; who knows maybe we'll have more than bugs and enhancements.
Added a template for enhancements, these are geared towards new feature development.
Added a template for bugs, these will be geared for resolving issues brought up by users.
Removed misc.xml, as it's no longer being tracked, hopefully this doesn't break anything 🤞
