Does it crash or does it actually not start at all?
You have all the right settings I would be surprised that macos is actually refusing to launch it.
Can you go to ~/Library/Caches/gSwitch/swiftybeaver.log
and include the log if there is one. (If you dont know how, go to finder, click Go -> go to folder, and paste that path in)
And if you are comfortable launching it from the terminal can you try that.
Doesn't even start.
Tried looking but I don't even see the folder ~/Library/Caches/gSwitch...so no log to show you. Hm.
I tried launching gSwitch from terminal using instructions I found online. Not sure if I'm doing it right...I grew up with DOS so not very familiar with terminal syntax/logic. Found some errors...so either it's the right error or it's me cocking-up how to launch from terminal....
Ok I know what is wrong with it. Someone else had the same problem. I've already fixed it just haven't released the new version yet. I'll try to release the new version tonight for you.

mid-2012 retina MBP Mojave 10.14.2 Brew up to date as of today (uninstalled/reinstalled). GSwitch installed by brew and by zip.
Security prompt comes up. "OPEN ANYWAY" button comes up within Security & Privacy and clicked. Even after all that, the app does not start.
