Split sniper deployment #23

Split sniper deployment in 2 with IS_MANAGER=false and 1 IS_MANAGER=true
The non manager nodes should receive requests from SNIPER_BASE_URL the manager not.
Manager is responsible for updating the state

the two different services are deployed lgtm, but i dont know if that is enough
