Birthday Reminders #98

Description of cog:

I want people to be able to put in their birthday and every year on that date, it @everyone with a reminder that it is their birthday. I also want to be able to check their birthday using it too.

API's or other information for cog:

It needs to be in Australian Eastern Time at noon. It would also be great if it reminded you a week before, 3 days before, and the day before, but also be able to edit that if you don't want it to remind or only remind 1 time before the actual date.
