[p]set statuses should be persistent through reboots #3557

As discussion from Discord and Sinbad's idea that this may be a good addition I am establishing an issue to keep track of this.

There should be a way to have a persistent [p]set game setting and also other settings that are impacted by this like watching and listening, streaming statuses.

An example of a setting could be [p]set persistentpresence or some similar option. This would allow when bot reboots to keep the same status if user toggled the setting. -->

Like, I'd like this as it allows me to specify the help command and prefix. With it in the api, I could see a cog extending this to display a live server/member counter.

An approved cog already exist (rndstatus)

I have enabled that after someone recommended it in discord.

Might I ask as to the state of the current status options in Red? It strikes as odd that they aren't at least persistent.

Btw, for those who are after a link, rndstatus can be found in aikaterna-cogs.

I also have that exact thing as described in the main post in my repo botstatus however it probably wouldn't hurt to have that available in core.

There is some discussion about whether these settings should be persistent in the dev channel (AC) of the Red server.
