Update the "Getting started" guied #114

Some of these changes need to reflected in the "Getting started" modal and the learner endpoint readme

Include version numbers in the pom.xml
Include instructions for sbt too
Include the and tags
Note that java 8 is needed
Point the users to the endpoint readme for an overview of Annotator's

We might want to just point them to the read me at the start. It just doesn't have a numbered list, but all the information is there.
