properties utils? #292

We have a bunch of methods inside Learnable which perform various operations on properties. Shall we create a function (say PropertyHelpers, etc) and move them there?

We used to have these properties inside the Learnable: https://github.com/IllinoisCogComp/saul/blob/1d61085c22daa7dd71fcd00d8665115780b02306/saul-core/src/main/scala/edu/illinois/cs/cogcomp/saul/classifier/Learnable.scala#L371-L379

which are removed as of #198. We can include them too?

I am making an object called Queries in a local branch for this goal, I try to move things there.
