ci: update workflow triggers and bump version to 0.99.994

TL;DR

Updated GitHub Actions workflow and package version.

What changed?

• Added graphite-** to the list of branches that will nor trigger the workflow on push
• Added devel to the list of branches that trigger the workflow on pull request
• Incremented package version from 0.99.993 to 0.99.994 in both DESCRIPTION and codemeta.json files

How to test?

1. Verify that the GitHub Actions workflow runs correctly on push to graphite-** branches
2. Confirm that the workflow triggers on pull requests to the devel branch
3. Check that the package version is correctly updated in DESCRIPTION and codemeta.json

Why make this change?

These changes improve the CI/CD process by including additional branches in the workflow triggers, potentially supporting a new development workflow. The version bump ensures proper tracking of package updates.
