Fixed typo in adding an annotations
Don't crash on RESUBMIT_ALL_ON_STARTUP set to 1 on a fresh install
Fix bug there, that resubmits even when starting up and setting up the DB
Optimised the docker build to only use medcat CPU install, and no-cache-dir on pip install
