Increasing Sensor Frequency and removing battery from session start #129

Description

Changes to sensor frequency:

Changed BatteryLevel to 0.1Hz
Changed HandTracking to 1Hz
Changed Passthrough to 1Hz

Removed BatteryLevel from c3d.sessionStart
