Change logo serving to use nginx static file serving #44

Pre-decide for each id which logo (and filetype) will be served. Put the full path in the id.
Pre-download all the logos into the filesystem.
Setup nginx to serve /logo/id.XXX from a static directory instead of through Flask

Waiting until the site is nearly big enough that there's a benefit to this costly change.
