Moderators and space admins shall not have the right to issue coins #295

Currently, space moderators and admins have the right to issue coins, this should be deactivated.

ONLY SPACE OWNER SHALL HAVE THIS RIGHT.

We should add this as option, in user permissions (Default deny for all types except Space Owner)
