Dragging dockable tags onto the workspace tree does match graphical preview action

Specifically in this hover state:

The graphic implies the tab will be placed next to the workspace tree. But instead it opens in a new tab.

I think this is due to existing drag and drop handling of the workspace tree interfering with the docking system.
