current nato check allows syria to join #548

should re-adjust strategic regions so syria isn't eligible, probably moving aleppo to middle east from asia minor

I also had Mexico join NATO in one of my games, there's definitely something wrong with regional checks @Arcadyi

yeah but Canada is a part of the commonwealth, and they're a founding country
