[API] Make template filter in WikipediaTemplateInfoGenerator configurable. #43

Templates are language specific. That's why we should load whitelists and 
blacklists in acceptTemplate() from the config file.

4 cases should be supported:
- Whitelist template begins with x
- Blacklist template begins with x
- Whitelist template equals x
- Blacklist template equals x
