For svg/dot publisher and UML publisher's spacial layout in diagrams

[ ] DotLocation should be full path to dot, not path to dot location
[ ] If DotLocation is not specified, look for either dot or dot.exe in the current directory and PATH
[ ] CogsError if dot is specified incorrectly or not found in the PATH
[ ] Also make these changes in the UML publisher
