download_resources.py is missing #106

Hi! From the readme:

To publish the corpus: commit and create a new tagged release run bin/download_resources.py to download PDFs

But I cannot find download_resources.py in the repository. Is it missing? Thanks @ernestogimeno

FWIW, that's a script in the rclc repo: https://github.com/Coleridge-Initiative/rclc/blob/master/bin/download_resources.py
