Remove obligation to have a road in your plot world

As visible here in the config file, the width of the road must be at least three blocks.

If we gave server owners the ability to remove roads entirely by setting that config value to zero, then this plugin could even be used as a kind of SkyBlock plugin (if you choose the proper schematic of course).
