Inability to Add Comments in Read-Only Mode #9804

Description:

When a document (Word/Excel/PPT) is opened in read-only mode in Collabora Online, users are unable to add comments to the document. This functionality is crucial for collaborative review processes where users need to provide feedback without making changes to the document's content.

Steps to Reproduce:

  1. Open a document in read-only mode in Collabora Online.
  2. Attempt to add a comment to any section of the document.

Expected Behavior:

Users should be able to add comments to the document even when it is in read-only mode.

Actual Behavior:

The option to add comments is either disabled or not available in read-only mode.

Sure @aarsh21 but in yesterday in COOL meeting there are some discussion around this so first we need @gokaysatir input on this.

@gokaysatir can you please guide @aarsh21 here the about the issue ?

Here is an improvement for the core side. And an Online side improvement is already merged.
