Some tweaks based on Leaflet guide to accessibility

@dcnb quick once over re: leaflet discussion. I think the issues are with navigating clusters and the search box not being marked up very well. For the searchbox, there hasn't been updates to that plugin for long time, and no real alternative that works out of the box. might have to go in and modify the plugin manually.
