Improved multi user support #22

I have one idea that may be useful to users using the multi local account feature of Android, be sure blocking works for users all users, and allow the main user (virtual id 0) to manage blocking for other users, if required to impeach them to change settings of this module themselves, since we're at securing stuff, let's disallow newcomer/kids/other local users to leak data as much as we can.

This is probably a huge work, and it may be not used by so much people, but i feel it is required to have something complete.

It is not on my "high-priority" list, but thanks for your idea. If I'm going to support multi-user, I will looking forward to implement such "mechanism".
