feat (support) Garena, bot and spectator-support #2

Through reading game-logs it would be possible to get the champions from there instead of requesting the entire Game of the summoner.

In case Champ101 will be extended for dynamic cooldown values (using runes and masteries to calculate them) there has to be error-handling for Garena, since they don't provide an API to request summoners.

For other-regions (that are not provided service through tencent inc.) summoner-names and champions can be read from game-logs found in .../leagueInstallation/Logs/Game - R3d Logs

This will also remove the need to set a summoner (region might still need to be set), but will also remove the capability through riot-api to receive data in different languages so:

Will set language fixed to english
