Define purpose of expert system and outline its intended features #50

The existing README.md does not explain well enough what purpose the expert system serves.

I think the README.md (as well as the index.rst) should serve as an overall design statement (compare checklist of the ComPWA repo) that is then further specified in complementary ARDs (see #48).
