Extend N-star particle definition #41

Problem description

The particle package does not have the latest N* definitions from the PDG.

Proposed solution

Define a list of custom particle definitions for QRules. Easiest would be to define them with YAML. We can use the existing listings from @Zeyna777, which came from @Leongrim's particle database. The list may have to be updated with the latest N* PDG listings.
