fixup(dev): device seed

[PiTrem]

• refactor device seed to the new Device model
• use example config file as a temporary application datacollectors config
• device creation idempotent but ⚠️ device not updated if already there

NB: when updating the devices, validation might fail if the application datacollectors local path config does not fit the one set for the device
