Fire spreads extremely aggressively, even in rain. #1182

Fire is reportedly spreading extremely aggressively even when raining.

In testing, it was found that the fire, driven by strong winds accompanied by thunderstorms, spreads faster than rain can put it out.

Fire also doesn’t seem to spread indoors or without wind anymore, so we’re supposedly back to 1.9 behaviour.
