Dynamic weapon max range #55

Max range of weapons needs to be such that the pawn is able to hit things consistently enough while still allowing for somewhat long range shooting and a difference in character between guns.

We need to take into account:

All of these factors need to be taken into account in the verb when coming up with a max range for the gun.

With the recent projectile arc improvements, this issue may become more apparent/reported. It may feel wrong to some players that you can't aim more than 10 tiles away with a gun but if the projectile is headed slightly above target, the weapon easily fires 30 tiles away.
