[Bugfix] - Change 3DEN function recompiling

Pull Request Description

When merged this pull request will:

• Enable function recompiling for the server in 3DEN hosted multiplayer servers

Meant to push this directly to develop, but I guess we're taking the official path now.

• Functions may now be recompiled on the server in 3DEN hosted multiplayer sessions
