Add 64x64px stratagem images for use #19

I wanted to contribute my 64x64px stratagem images. This also fixes a few "dark" looking strat images. These images were taken from my own in-game screen shots on the bridge.

I kept the same naming scheme as the original images, but I did not change any code (including any paths that lead to the strat images). I stored these images in a new directory Images/Stratagem Icons/hd2_new.

Unfortunately, I was unable to find any higher res images of the in-mission stratagems (e.g. - reinforcement / upload data / mining drill). I'll make another PR if I find them.

Thanks for the effort! However, SVGs now exist so I've opened #20 to add them
