add WriteToNode(), sloppy_tcp default == 1 #3

add facility for vserver flags in ravel

Required by mh vserver scheduling algorithm.

Also set sloppy_tcp=1 as default for setting sys flags. This allows a director to route a connection that it did not see a syn for. Allows for consistent hashing to not reset connections
