Description

Updates how resources are incorporated into the Bundle.module that Xcode generates for Swift Packages.

On Xcode 14, the module is generated by placing version.txt in a Resources folder which must be added via process in the manifest file/

Change Notes

Create Resources/ folder
Move version.txt into Resources
Update Package Manifest to to use a process directive for resources
