Pollution diffusion needs to be capped to avoid map corruption

Fix for pollution diffusion being able to corrupt the savefile by overflowing pollution above reasonable levels (see https://forums.factorio.com/viewtopic.php?f=58&t=101692&p=562150 for more info)
