I've been analyzing several games' data - recent games and many previous Complete saves (created upon game finish) and created a spreadsheet with calculations to balance out the scaling.
My target is to make it fair, that players have to put at least some effort into crafting quests, but without having to sacrifice all resources or production. The numbers are balanced around difficulty of recipes and usefulness to the game.
The result scaling is much higher than now.

The limit is calculated by scaling * 40, so the maximum is reached on round 76 (graph at bottom)

small nerf to rocks mined (which are still quite hated and reason for early resets)
I really tried to adjust the waves to have it reach higher (e.g. wave 2000), but the scaling just doesn't allow it. In any case it would be too small early game or too slow to scale higher. Though in my opinion it should never be the last quest, as there are no options to speed it up, so leaving it as is.
