Added handler for generic error CLI throws unrelated to a task.
More robust fetch process handling on IDE end. If it is missing a handler, it will inform the CLI with an appropriate error response.
Added two comments with TODO:[YASH] where some further contribution is required.

@wadhia-yash I merged develop too in this branch so it contains some extra commits. Maybe also merge develop to agent-ui-builder before reviewing?
