Target Goal Parameters isn't explained anywhere #117

We have one of the sliders for the TEST Hatch as 'Target Goal' - It is not explained anywhere what this is, we should update the Hatch Spec document to provide reference for this https://forum.tecommons.org/t/tec-test-hatch-implementation-specification/226
